Licensing in Illinois

Illinois does not license general or garage door contractors at the state level - licensing is handled at the city/village level - but the state Home Repair and Remodeling Act imposes written-contract, consumer-pamphlet and liability-insurance duties on anyone doing home repair work.

Licensing authority
No state contractor licensing board covers garage door work. The Office of the Illinois Attorney General is the state consumer-protection authority for home repair and construction; the Illinois Department of Financial and Professional Regulation (IDFPR) licenses only certain named trades (for example roofing contractors). — official site
State licence required?
General contractors are not required to be licensed or certified by the State of Illinois; they may need to obtain a permit from the municipality in which they provide contracting services. Only specific trades are state-licensed: roofers by IDFPR and plumbers by the Illinois Department of Public Health. There is no state garage door contractor licence.
Threshold
$1,000 - not a licensing threshold. Under the Home Repair and Remodeling Act, before starting home repair or remodeling work for over $1,000 the contractor must furnish the customer a written contract for signature, and for any contract over $1,000 must provide a copy of the 'Home Repair: Know Your Consumer Rights' pamphlet before execution.
Bond / insurance
The Home Repair and Remodeling Act requires public liability and property damage insurance of $100,000 per person and $300,000 per occurrence for bodily injury and $50,000 per occurrence for property damage, unless the contractor has a net worth of at least $1,000,000; plus $10,000 per occurrence coverage for work not conforming to applicable codes.
Permit for a garage door
Permits are issued by the municipality - a contractor 'may need to obtain a permit from the municipality in which they are to provide contracting services.' Illinois has no single statewide enforced building code; municipalities are not required to adopt a building code, but effective 1 January 2025 (Public Act 103-0510) any locally adopted code must regulate residential structural design at least as stringently as the International Residential Code, and jurisdictions that adopt no code are 'non-building code jurisdictions' governed by section 10.09-1 of the Capital Development Board Act.
